Moncton wanted a new neighbourhood behind Robert Irving's stables. Then he bought the land


The purchases raise questions about Moncton's Humphreys Brook Neighbourhood Plan that the city spent two years and thousands of dollars to create. Shawn Crossman, a Moncton city councillor who represents the area, said if the land isn't developed, the city has to look elsewhere to grow. The Humphreys Brook Neighbourhood Plan envisioned new streets, parks, houses and apartment buildings over 505 acres of largely undeveloped land in eastern Moncton.
