Speaker Birla will not be presiding over the proceedings; instead, in the absence of a Deputy Speaker, the senior-most MP in the presiding officers committee, likely BJP MP Jagdambika Pal, may preside over the debate. Speaker Birla is permitted under the rules to be present and may be allotted a seat among Cabinet Ministers of the Government. Moves to seek the removal of Lok Sabha Speakers are not very common but are not unprecedented, with even the first Speaker of the Lok Sabha, G.V. In each of these cases, the motion failed, and the Speaker remained in office.
