The New York City Police Department is increasing weekend patrols citywide in response to a rise in violent crime and other factors, officials said. All uniformed officers below the rank of captain who now have weekends off will be subject to the new policy, which begins Aug. 31, according to an internal memo sent last Friday to NYPD supervisors that has been reviewed by The Wall Street Journal.
