New York Gov. Andrew Cuomo on Monday ordered the closure of hundreds of schools in New York City neighborhoods seeing surges in Covid-19 cases, but he and Mayor Bill de Blasio gave differing answers on whether nonessential businesses in the hot spots will also be closed.
