Our councils, combined authorities and mayors lack the powers they need to manage their economies properly. If we fully understand the distinct offer of different places, we can give places the different ‘missing ingredients’ they need. But councils and combined authorities need the power to do more, and central government needs to step up too. The trailblazer deals are a credit to those in the combined authorities who worked on them.
