All fingers so far point to Morales and Health Secretary Francisco Duque 3rd, PhilHealth’s ex-officio chairman, as the big culprits. From 2001 to 2005, Duque was president of PhilHealth during the administration of President Gloria Macapagal Arroyo. From 2010 until 2015, Duque was chairman of the Civil Service Commission and member of the PhilHealth board. Then in 2016, President Duterte appointed Duque as chairman of the Government Service Insurance System and concurrent member of the PhilHealth board. And then from 2017 up to the present Duque as health secretary is concurrent chairman of the PhilHealth board.
