SEOUL—North Korean leader Kim Jong Un issued a rare apology for his military’s brutal killing of a South Korean civil servant at sea, saying he feels “very sorry” for the incident, officials in Seoul said. In a letter sent by North Korean officials, Mr. Kim expressed regrets for “disappointing” South Korean President Moon Jae-in. South Korean security officials, who shared the contents of the letter, didn’t specify how they received the correspondence.
