Any eventual strategies or development processes must be built on a health care system interlinked with modern technologies. Governance and health information systems (HIS) are the two most important elements to strengthen health systems. The former regulates the access, delivery, financing, and supplies of health care; the latter is used to gather, compile, and analyze health data to study population health. This is why advanced health information systems in developed countries are now moving towards interoperability.
