WASHINGTON—President Barack Obama rejected legislation on Friday that would allow Americans to sue foreign governments over terrorist attacks, setting up what would be the first congressional override of a veto by Mr. Obama. The bill, which was driven by the families of victims of the Sept. 11 terrorist attacks, would permit survivors or surviving relatives to sue countries they believe played a role in an attack in the U.S.
