Ombudsman Otiende Amollo has said the IEBC should be reconstituted to include four non-Kenyans. “The IEBC commissioners should for time as will permit them oversee only one general election. “The inclusion of non-Kenyans in IEBC does not violate the constitution. Commissioners overseeing only one election and replaced will resolve the problem of public dissatisfaction,” he said. “The problem is not that we don’t have qualified and competent Kenyans to manage the IEBC, but ethnicity, regionalism and sectionalism are the major problems,” Amollo said.
