Governors Island will get a new cultural anchor in September, reaching another milestone in its transformation from one-time military base into a leisure oasis for New Yorkers. The Lower Manhattan Cultural Council, a longtime city arts nonprofit, said last week that it plans to open a 40,000-square-foot art center in a renovated 1870s munitions warehouse. The building will house two expansive exhibition spaces, free studios for dozens of artists as well as the island’s first indoor, public cafe.
