This week we’re handicapping the prospects of the nine Best Picture contenders at the Academy Awards on Feb. 9. Today: “Joker.”Quick pitch: Arthur Fleck (Joaquin Phoenix), a children’s entertainer and standup comedian in unforgiving Gotham City, tries to lead a normal life despite his chronic depression and affliction of maniacal laughter. Starring: Joaquin Phoenix, Robert De Niro, Zazie Beetz, Frances Conroy, Sharon Washington and Brett Cullen. Howell’s line: The art is nothing to laugh at, but snobbery is the oldest of Oscar’s bad jokes. Older male Oscars voters might propel ‘Ford v Ferrari’ in Best Picture race
