"It's the largest American oil company to set the goal of becoming carbon neutral," said Pavel Molchanov, an energy analyst at Raymond James. But it's not clear just how "carbon neutral" Occidental is aiming to be -- nor how feasible the goal even is. Occidental Petroleum is one of the biggest players in the Permian Basin, the epicenter of the US shale oil boom. "It's absurd for an oil company to claim it will become carbon neutral," said Alex Doukas, lead analyst at Oil Change International, a group focused on exposing the costs of fossil fuels.
