Opinion: In a fractured world, dialogue is a necessity


They are made, rather, in the quiet language of refusal, by refusing to engage, to negotiate, to recognise the necessity of dialogue. States that decline engagement do not remove themselves from conflict, instead they merely forfeit the capacity to shape its course. To insist on dialogue, therefore, is not to indulge in idealism; it is to act with foresight. For in an increasingly divided world, the question is not whether we can avoid entanglement. It is whether we will retain the capacity to shape events through engagement, or surrender that capacity through silence.
