Malacañang need not conduct an investigation, according to him, because the COA had done its job to look into the matter. “It doesn’t have to do that, because precisely the COA finds something irregular, then its duty is to recommend the filing of charges. Sought for comment, Panelo said some projects might have been discontinued due to legal issues, but this did not mean these were wasteful projects.
