The government feared that the quarantine process could have been ignored if fines were put in place for parents who took their children to Spain. As an amber-listed country, government advice is that people should not be travelling to Spain for holidays. All are on the amber list which means people should self-isolate for 10 days on their return to the UK. The option of home schooling is part of a grey area to prevent fines and the potential for quarantine to be ignored. The Association of School and College Leaders urged families to not go on holiday to countries on the amber list.
