PHILIPPINE Sports Commission (PSC) Commissioner Ramon Fernandez explained that the delay in disbursement of monthly allowances of national athletes and coaches - usually every 10th of the month - was caused by an adjustment in the payroll system and by the two-week lockdown of Land Bank.
