PHILIPPINE Sports Commission (PSC) Commissioner Ramon Fernandez explained that the delay in disbursement of monthly allowances of national athletes and coaches － usually every 10th of the month － was caused by an adjustment in the payroll system and by the two-week lockdown of Land Bank. The commissioner disclosed that after unmasking a payroll swindler within the PSC, the government sports agency and Land Bank clamped down on the system and began to revamp it.
