Witnesses told police investigators that Crisostomo was waiting for his client when the suspects approached and shot him several times. The victim was the chief legal counsel of Globaltech Mobile Online Corp., which was declared by the Philippine Charity Sweepstake Office (PCSO) to be illegally operating the Peryahan ng Bayan numbers game, which is similar to Small Town Lottery. Earlier on April 10, Anselmo Simeon Pinili, PCSO acting general manager, issued a notice to the public certifying that the numbers game operated by the Peryahan ng Bayan was illegal, having no permit issued by their office. Pinili previously warned the public against participating in the operation of the numbers game, as since it was unauthorized and illegal.
