Council leaders said they would need “full buy in” and not “cynicism” from employees to make it work. ‌Plymouth City Council has been warned by auditors that it could be facing bankruptcy if it doesn’t reduce costs in these five key areas. The council would require a “cultural shift” and staff and councillors would have to think differently.
