The Comelec, he said should also be asked why it had to spend P1.16 billion for the Voter Registration Verification System (VRVS) when this was only intended as “pilot-test” project. However, Macalintal believed it was too “premature” for President Duterte to condemn Smartmatic by asking Comelec to “dispose of its Vote Counting Machines (VCMs) and look for another technology that would be free of fraud” just because of some technical glitches and VCMs malfunctioning. The poll lawyer suggested to Duterte that he should wait for the outcome of certain election protest cases filed by some losing candidates in the last election where the ballots will be physically counted and the results of the physical recount compared with the VCM’s voting results.
