The regulator chose the lowest of three options — 3.95 baht per kilowatt/hour (unit) — which will require a subsidy expenditure of more than 9 billion baht. Choosing the highest tariff rate would have guaranteed full repayment of outstanding costs borne by the Electricity Generating Authority of Thailand (Egat), currently 36 billion baht, for subsidising power bills. The rate that regulators finally approved would exclude the debt repayments to Egat, while 9.4 billion baht would be used to subsidise power costs.
