According to a report by Abcnews.go.com, it is acknowledged that cluster munitions create a risk of civilian harm from unexploded ordinance. Despite these concerns, President Biden defended the necessity of sending cluster munitions to Ukraine. Cluster munitions are known to scatter unguided submunitions or bomblets over a wide area, potentially covering several football fields. The Pentagon assures that they will provide their most modern dual-purpose improved conventional munitions (DPICMs) with a low failure rate compared to Russian cluster munitions. While cluster munitions have been banned by more than 100 countries, Ukraine, Russia, and the United States did not sign the Convention on Cluster Munitions.
