New York City principals are warning of a teacher shortage as they work to comply with a new district policy their union says will require thousands more teachers during a hiring freeze. For weeks, principals have demanded more guidance on how to staff the city’s hybrid model, in which some students will take classes online every day, while others learn online part of the week and go to school buildings for one, two or three days a week.
