MOSCOW—Russian President Vladimir Putin struck out Wednesday at the International Olympic Committee for banning the country from participating in the 2018 Winter Games, calling the decision “totally scripted and politically motivated.”Mr. Putin also criticized the international body for its decision to forbid any athletes from competing under the Russian flag, but said Moscow wouldn’t prevent Russian athletes invited to attend by the IOC from going.
