A graft complaint was filed against former Quezon City mayor Herbert Bautista and two others before the Office of the Ombudsman, allegedly over the “unauthorized” disbursement of funds for the solar power system project. Charged along with Bautista were former city administrator Aldrin Cuña and former city engineer Joselito Cabungcal. On June 14, 2019, Bautista awarded the project to Cygnet with a bid of P27,621,100. “Well, [then] mayor [Bautista] approved the project and the project was paid fully,” lawyer Orlando Paolo Casimiro told The Manila Times in an exclusive interview. The Supply and Installation of the Solar Power System and Waterproofing Works for the Civic Building F project had an approved budget of P29.2 million.
