France's meteorological agency issued its highest warning, saying the Category Four Hurricane Jose could become a "dangerous event of exceptional intensity". French Overseas Affairs Minister Annick Girardin said nine shelters capable of harbouring 1,600 people were being set up in Saint Martin.
