Left unemployed and cash-strapped for the two months, the labourers had to ask their families to arrange for money for their travel. The embroidery artists had thought once they were at home, the government would arrange for the food while they were quarantined. Since none of the returnees from Surat has symptoms of Covid-19, they haven’t been tested yet.
