The new rules allow councils to grab money to install cycle lanes and other measures without the usual scrutiny. The main thoroughfare, Chiswick High Road, used to be three lanes wide. Yet we have established there may be rather more to the story than Mr Vine has claimed. Could Mr Vine have been mistaken and been unfair in hastily blaming Chiswick's cycle-lane opponents for the damage?
