WADA banned Russia from participating in the Games over allegations of cover-ups in drug testing. There were concerns that some Russian athletes had cheated through taking performance-enhancing drugs. This ban means that athletes cannot compete in the Tokyo Olympics whilst representing Russia. Russian athletes are representing 'ROC' which isn’t a country. ROC stands for Russian Olympic Committee, and Russian athletes have been representing this 'committee' rather than their country which is banned from the games.
