SAN FRANCISCO—Political leaders here in one of America’s most liberal cities are in a political standoff over securing housing for homeless people, who experts say are at high risk during the coronavirus pandemic. Mayor London Breed has refused to comply with an ordinance unanimously passed by the Board of Supervisors calling on her administration to lease 7,000 hotel rooms for the city’s homeless. Many hotels are now empty on account of travel restrictions due to the virus.
