Sadly, no one ever sits down to try to design a proper taxation system. This is a problem that Saudi Arabia doesn't have at present--they've been able to finance the state through resource rents up until now. Tax incomes and some will work fewer hours or just less, tax profits and some companies won't bother, tax sales or consumption and some people won't buy things. Thus our design of a tax system should follow certain rules. Not that we particularly expect Saudi Arabia to impose one of those although it would aid them greatly if they did.
