Out of 98 coastal local authorities, 85 per cent had levels of pay below the average, according to analysis by the Social Market Foundation (SMF) which warned of growing economic and social deprivation. Coastal council areas in Devon and Wales were among the worst off in terms of average pay, while Hartlepool, South Tyneside and Sunderland had some of the highest levels of unemployment in the country.
