WASHINGTON—The Senate confirmed Thursday an outspoken 38-year-old conservative judge from Kentucky for a seat on a federal appeals court in the nation’s capital. The 51-42 vote places U.S. District Judge Justin Walker of Louisville on the powerful U.S. Court of Appeals for the District of Columbia Circuit, which regularly hears challenges to federal rules and regulations. Recently the court also has hosted several legal battles between House Democrats and President Trump.
