Monday noon to Tuesday noon (February 10): Rains concentrated over Camarines Sur, Catanduanes, Albay, Sorsogon, Northern Samar, and Eastern Samar. Media reports said flooding was already recorded in parts of Bicol, including Barangay Sabangan in Caramoran, Catanduanes, due to persistent heavy rains.
