El Segundo resident Joseph Brandlin was arrested earlier this month after installing unauthorized stop signs and painting “STOP” at a neighborhood intersection. (Joseph Brandlin)The city ultimately determined the intersection did not meet the required traffic volume for additional stop signs, Brandlin said.
