Theresa May is facing trouble on both wings of the party over the agreement STEFAN ROUSSEAU/PADowning Street was hoping last night for a deal with Brussels in the next 48 hours amid signs that cabinet unhappiness with the eventual package is growing. British and EU negotiators are closing in on a draft withdrawal agreement as early as tomorrow, possibly giving the green light to a leaders’ summit before the end of this month, but two crucial issues remain outstanding. The first is access to fishing rights during the backstop, the insurance plan to avoid a hard border in Ireland under which Britain would remain aligned with the EU customs union. Senior Brussels diplomats have said that boats from the EU have to be free to fish in UK waters during that time, which would be unacceptable to some Tories.
