KABUL—A man wearing an explosives vest waded into a throng of demonstrators protesting alleged plundering and brutality by a powerful local police commander in eastern Afghanistan and blew himself up on Tuesday, killing dozens of people and wounding more than a hundred others. The local affiliate of Islamic State, which has claimed responsibility for a spate of attacks in Nangarhar province in recent months, didn’t comment on the strike. The Taliban, the country’s largest insurgency, denied involvement.
