"The President, to be sure, has made clear his desire to exclude aliens without lawful status from the apportionment base. The census numbers, according to the Census Bureau's website, must be delivered to the president by the end of this month. "This ruling does not authorize President Trump’s goal of excluding undocumented immigrants from the census count used to apportion the House of Representatives. The issue could conceivably be back at the high court once the effect of the administration's policy becomes more concrete.
