"Following the improvements agreed today [March 27], these devices will now be limited to two per passenger and passengers will be prohibited from recharging them during flights," the aviation regulating agency said on March 27. Air crews are allowed to carry and use them, the ICAO added. The new rules caught air travellers off guard at Hong Kong International Airport as some complained about insufficient signs to inform them about the change.
