The bill allows Pate’s office to send mail ballot request forms only to voters who’ve already requested the form. Gavin Newsom (D), meanwhile, ordered counties to send ballots directly to all registered voters in a model similar to the District’s. And the main Democratic congressional proposal to expand mail voting would require sending ballots directly to voters.
