We can't solve Social Security. We can't solve public pension underfunding/overpromising. We can't solve multi-employer (in)solvency. We can't solve the overall issue of ensuring that Americans have adequate funds in retirement in a manner that's fiscally responsible and respectful of those Americans' right to make their own decisions. Solutions to the multi-employer pension plan solvency crisis will require some combination of benefit cuts and government cash infusions.
