We may never know why the 40-year-old Virginia Beach shooter took two semi-automatic handguns to the municipal building and killed 12 of his co-workers, including two supervisors. The shooter had earlier emailed his supervisor a letter of resignation from his job as an engineer for the utilities department of the city of Virginia Beach.
