The case for federalismFOR several semesters now, I have taught different subjects at the Graduate School of Law of San Beda University that relate to federalism: Comparative Constitutions and Comparative Federal Systems, foremost among these. The experiences of other nations that have adopted the federal system tells me so, as does a serious study of the theory and the praxis of federalism. I accepted appointment to the Committee to Study the 1987 Constitution tasked with drafting a federal constitution for the Republic because of my conviction about federalism. For me — as for all of the ConCom 2018’s members — federalism has never been about President Duterte. It is federalism alone that can make these configurations organic and beyond the reach of legislation.
