That is the first narrative that comes to the forefront in any discussion of the partial shutdown of the federal government in the US. Any effort by President Trump to “order” a reopening without the money will be swiftly laughed out of court by the independent judiciary of the US. Only the last of those constraints -- institutional checks and balances -- seems to work in the modern world made up of nation-state actors. I cannot predict when the partial shutdown of the American government will end. It has often been said that the price of liberty is eternal vigilance.
