WASHINGTON—The top U.S. diplomat in Ukraine will leave the post in Kyiv at the start of January, a move that had been anticipated, a person familiar with his plans said Tuesday. Bill Taylor was a witness in the impeachment inquiry driven by Democratic lawmakers seeking to determine whether President Trump abused his position by withholding security assistance to Ukraine to press the country to conduct politically favorable investigations.
