"Due to niche nature of PMRT services with limited but steady market proposition, the commercial trunking services business has the potential to grow in future," Trai said in its paper. "Service providers can provide quality services to its customers and also venture into new areas/geography for operations. It is also used by large industries such as logistics, oil and gas, mining, construction, road transport, airports and harbours, besides electricity and water utilities.Agencies involved in protection of life and property, disaster relief and emergency responses often use PMRT services for communication.Airwaves for PMRT services are currently administratively allocated for 20 years. The Department of Telecommunications, in its reference to Trai in July, asked for allocation of airwaves for these services through a transparent mechanism, including auction. PMRT users need to pay an entry fee of Rs 50,000 and performance and financial bank guarantees of Rs 1 lakh each and a maximum of 8% of adjusted gross revenue as licence fee and royalty for spectrum per year.
