Palestinian negotiators have not had direct contact with the Trump administration in more than two years. Still, the plan called for the creation of a Palestinian state -- something that seemed uncertain in the build-up to the plan's release. It's also a move that emphasizes the importance of Netanyahu's close ties to the Trump administration.
