Typhoon Higos weakening and moving, No 3 signal expected at 11:00amTyphoon Higos is moving away from Hong Kong, but the No 8 gale or storm signal remains. The amber rain storm warning is also effective. The No 3 signal is expected to be isseud between 11:00 a.m. and 1:00 p.m.At 9:00 am Higos was centred about 130 kilometers west of Hong Kong and the Hong Kong Observaory predicts it will move northwest or west-northwest at about 25 kilometers per hour inland and weaken gradually. Trains on the MTR lines are operating at 10-15 minute intervals. The Hospital Authority, said a man and a woman have sought medical treatment at public hospitals.
