On a recent trip to the European Parliament in Strasbourg, Martin Daubney stopped to steal a British flag hanging in its atrium. “I was liberating it,” said Mr. Daubney, a British euroskeptic lawmaker in the European Union’s legislature. On Wednesday, Mr. Daubney was among the British members of the European Parliament who voted to ratify a Brexit divorce deal negotiated between the EU and the British government.
