Mr. al-Megrahi was convicted in 2001 and sentenced to life in prison, with a 27-year minimum term, while Mr. Fhimah was acquitted, further frustrating American investigators. Mr. al-Megrahi and Mr. Mas’ud were thought to have possibly known each other, but during the preparation for his trial in the Netherlands, Mr. al-Megrahi told his lawyers repeatedly that he did not know Mr. Mas’ud. His lawyers were concerned that if Mr. al-Megrahi testified, he might incriminate himself if asked about Mr. Mas’ud.
